Yours. Your public key is sent to the deposit page, encryption runs on the device of the person filing, and only your private key opens the result. That is why we take in nothing readable, not even the names of the items.
Yes. The maximum size of a deposit depends on your plan, since you are the one opening the link, not the person sending.
